• Pétition contre l'extermination ethnique (génocide) au Congo-Brazzaville

    CONTRE L'ÉXTERMINATION ETHNIQUE AU CONGO-BRAZZAVILLE,
    UN VÉRITABLE GÉNOCIDE PLANIFIÉ
     
    A L'ADRESSE DE LA COMMUNAUTÉ INTERNATIONALE

     
    Nous, filles et fils rescapés des suppliciés des régions sud du Congo-Brazzaville, Victimes du GÉNOCIDE PLANIFIÉ,

  • CONSIDÉRANT le GÉNOCIDE PLANIFIÉ entrepris et mis en oeuvre par le régime autoproclamé de Brazzaville sous la présidence de fait de M. SASSOU NGUESSO;
  • CONSIDÉRANT la haine ethno-tribale, la politique d’exclusion et de la terre brûlée de M. SASSOU NGUESSO dans la République du Congo-Brazzaville;
  • CONSIDÉRANT l’implication directe des Etats Angolais et Tchadiens dans la tragédie du Congo-Brazzaville et l’intervention militaire de leurs troupes qui participent activement au GÉNOCIDE PLANIFIÉ;
  • CONSIDÉRANT l’implication directe de la France dans la tragédie des populations congolaises au nom de ses “intérêts” (pétrole);
  • CONSTATANT le silence délibéré et complice des medias audiovisuels français sur la tragédie du Congo-Brazzaville, qui s’abstiennent d’en montrer la moindre image alors que les autres télévisions étrangères en abondent, sans doute pour cacher la vérité à l’opinion publique française afin de l’empêcher de s’émouvoir d’autant que l’Etat français est totalement impliqué dans cette tragédie; ce comportement permettant au PROTÉGÉ de la Françafrique au Congo-Brazzaville de mieux opérer son GÉNOCIDE PLANIFIÉ;
  • - CONSTATANT l’apathie et l’indifférence complices des Institutions internationales (ONU, OUA, UNION EUROPÉENNE, ASSEMBLÉE PARITAIRE ACP-UE), etc., où la France exerce son “droit de veto” à tous les niveaux, bloquant ainsi tout examen du dossier du Congo-Brazzaville;

    • DÉCLARONS SOLENNELLEMENT QUE :

    <ALIGN="JUSTIFY">a)- Le Congo-Brazzaville est un Etat indépendant, libre et souverain.

    b)- Tout peuple a le droit de désigner librement au suffrage universel, à travers des élections libres et transparentes, le ou les chefs de son choix.

    c)- Le retour de M. SASSOU NGUESSO au pouvoir est illégal et illégitime, d’autant qu’il n’a jamais procédé autrement que par la violence à chaque fois qu’il est venu au pouvoir.

    d)- L’intervention militaire de l’Angola et du Tchad dans la République du Congo-Brazzaville est non seulement une atteinte à l’intégrité territoriale du Congo-Brazzaville, mais une violation flagrante de la souveraineté du Congo-Brazzaville et des règles internationales en la matière.

    e)- La tragédie du Congo-Brazzaville est un véritable GÉNOCIDE PLANIFIÉ couvert et soutenu politiquement et militairement par la France, l’Angola et le Tchad. Ceci explique la censure en France sur la diffusion de tout ou partie des images sur cette tragédie.

    En conséquence, Nous, filles et fils rescapés des suppliciés des régions sud de la République du Congo-Brazzaville vouées au programme d’élimination ethnique, un GÉNOCIDE PLANIFIÉ, signataires de la présente PÉTITION :

    <ALIGN="JUSTIFY">1)- EN APPELONS instamment à l’ONU, l’OUA, l’UNION EUROPÉENNE, l’ASSEMBLÉE PARITAIRE ACP-UE, et aux ORGANISATIONS HUMANITAIRES ET DES DROITS DE L’HOMME, de faire preuve de diligence et d’user de tous leur poids et pouvoir pour :
    <ALIGN="JUSTIFY">- faire cesser les massacres humains;
    <ALIGN="JUSTIFY">- faire arrêter immédiatement le GÉNOCIDE PLANIFIÉ mis en oeuvre par M. SASSOU NGUESSO;
    <ALIGN="JUSTIFY">- Faire pression sur les autorités de fait de Brazzaville afin de les obliger de faire taire les armes et régler le différend par le dialogue et la négociation aux fins de parvenir à une PAIX définitive.

    2)- DEMANDONS avec insistance le retrait immédiat et sans condition de toutes les troupes étrangères, mercenaires compris, du territoire congolais, conformément à la Résolution Nº 867 du 29 octobre 1997 du Conseil de Sécurité de l’ONU, restée inappliquée jusqu’à ce jour, la France faisant écran.

    3)- EN APPELONS aux Peuples frères du Tchad et d’Angola de faire pression sur leur gouvernement respectif pour qu’il daigne enfin retirer leurs troupes dont les éléments se font tuer dans un conflit interne au Congo-Brazzaville, d’autant que le Peuple congolais n’est en guerre ni avec le Tchad, ni avec l’Angola.

    4)- EXHORTONS toutes les Organisations humanitaires et des Droits de l’Homme d’ouvrir une enquête sur la tragédie du Congo-Brazzaville où les droits de l’homme sont foulés aux pieds et quotidiennement bafoués.

    5)- DEMANDONS à la Communauté internationale la constitution et l’envoi immédiat d’une Force internationale de Paix et/ou d’Interposition au Congo-Brazzaville, aux fins de faire cesser le GÉNOCIDE PLANIFIÉ en cours dans le pays.

    6)- DEMANDONS à la France d’arrêter immédiatement sa politique de l’autruche pour laquelle les populations civiles des régions sud du Congo-Brazzaville paient le prix le plus lourd du fait de ses “intérêts” prétendus.
     

    Le Peuple Congolais, réitérant son attachement indéfectible à la PAIX, à l’unité nationale, fait sienne les paroles sages de feu et regretté sage africain, AMADOU HAMPATE BA : “Un chef qui commence à tuer devient très vite un gardien de cimetière”.Et celles du Prix Nobel, Wole SOYINKA, qui dit : “Un homme meurt chaque fois que l’un d’entre nous se tait devant la tyrannie”.

    To the Inernational community :

    PETITION FOR PEACE IN CONGO-BRAZZAVILLE
    AGAINST ETHNIC CLEANSING
    AND AGAINST THE LARGE SCALE GENOCIDE,
    THAT IS TAKING PLACE NOW

    We, the daughters and sons of survivors of the tortured populations of the Southern regions of the Congo-Brazzaville, victims of a planned genocide solemnly declare and wish to bring to the attention of the International Community the following facts :

    • <ALIGN="JUSTIFY">in light of the planned genocide, started and orchestrated by the Brazzaville self-proclaimed regime under the leadership of Mr. Sassou Nguesso;
    • <ALIGN="JUSTIFY">in light of the politics of Mr. sassou Nguesso in the Republic of Congo-Brazzaville, which include ethno-tribal hatred, violence targeted towards specific ethnic groups, refusal of multi ethnic participation in the affairs of the country;
    • <ALIGN="JUSTIFY">in light of the direct involvement of the States of Angola and Chad in the tragedy of the Congo-Brazzaville and the military intervention by their troops actively taking part in the planned genocide;
    • <ALIGN="JUSTIFY">in light of France's personal interest (oil) in the Congo and its direct involvement in the tragedy affecting the people of the Congo;
    • <ALIGN="JUSTIFY">in light of the deliberate and conscious silence of the French media who have refrained from reporting on the tragedy of the Congo, whereas foreign television stations have shown plenty. This silence aiming at hiding the truth and preventing action from the French public opinion in a country totally implicated in the Congo tragedy allows France's protege to achieve his goal freely;
    • <ALIGN="JUSTIFY">in light of the apparent apathy and indifference on the part of the International Institutions (U.N., OAU, the European Union, Assemblee Paritaire ACP-UE) all aligned with the position of France which uses its veto-rights at all levels, blocking all examination of its role in the Congo-Brazzaville;

    In the light of these facts, we declare that :


    <ALIGN="JUSTIFY">a)- The Congo-Brazzaville is an independent State, free and sovereign.
    <ALIGN="JUSTIFY">b)- Each democratic nation has the right to choose its leader (s) freely and through regular and fair elections.
    <ALIGN="JUSTIFY">c)- The return of Sassou Nguesso into power was illegal : the only way he has ever chosen to take power is through violence and oppression.
    <ALIGN="JUSTIFY">d)- The intervention of Angola and Chad in the internal affairs of the Congo-Brazzaville is not only a blow to the territorial integrity of the Republic of Congo-Brazzaville but also an obvious violation of the Congo's sovereignty and of the international rules of conduct.
    <ALIGN="JUSTIFY">e)- the tragedy of the Congo-Brazzaville is a true planned genocide, supported politically and through the provision of arms by France, Angola and Chad. This explains why France has censored the broadcasting of accurate reportage of the tragic events now occurring in the Congo-Brazzaville.

    <ALIGN="JUSTIFY">

    In view of the above, we, the undersigned, daughters and sons of the survivors of the tortured and decimated populations of the Southern regions of the Congo-Brazzaville, victims of the ethnic cleansing programs also called genocide :


    <ALIGN="JUSTIFY">Call upon the UN, OAU, the European Union, the Assemblee Paritaire ACP-EU and to all humanitarian organizations dealing with Human Rights to use their power and influence to :

    <ALIGN="JUSTIFY">1 - Stop human massacres immediately;
    <ALIGN="JUSTIFY">2 - Stop the planned genocide orchestrated by Mr. Sassou Nguesso now;
    <ALIGN="JUSTIFY">3 - Help the authorities in place to stop all fighting and find a solution to the crisis through dialogue and negociations in order to establish peace once and for all.
    <ALIGN="JUSTIFY">4 - Request the immediate withdrawal of all foreign troops, including mercenaries of the Congolese territory, according to the resolution nº 867 of October 29, 1997 of the Security Council of the UN, resolution left unenforced to this day because of obstruction by France.
    <ALIGN="JUSTIFY">5 - Call on the neighboring populations of Angola and Chad for them to put pressure on their own governments in order to obtain withdrawals of their troops from the Congolese territories. The conflict is internal to the Congo-Brazzaville. Soldiers from Angola and Chad are being killed even though the Congo is not at war with either of these countries.
    <ALIGN="JUSTIFY">6 - Implore all Humanitarian Organizations who defend Human Rights to lauch an inquiry on the tragedy of the Congo-Brazzaville where human rights are being violated on a daily basis.
    <ALIGN="JUSTIFY">7 - Request the International Community to set up and send an International Peace-keeping Force to the Congo immediately.
    <ALIGN="JUSTIFY">8 - Demand that France change its "ostrich" politics so that the population of the Congo stop paying with its blood for the economic interests of France.

    Thje Congolese People want to renew their connection to Peace and National Unity by quoting the wise words of the late AMADOU HAMPATE BA who said : "A leader who starts killing soon becomes a graveyard's keeper" and by remembering the words of Nobel Prize Winner Wole SOYINKA who said : "A man dies every time one of us falls silent in front of tyranny".

    Written in Brazzaville, January 1, 1999, by the daughters and sons of survivors of the decimated populations of the Southern regions of the Congo-Brazzaville, victims of a program of ethnic cleansing, a planned genocide.
